The commandments are pretty much universal and not regulated to a single religion. They are basic common sense rules that decide if you are a good person or not. Religion is often about atonement.
It's not a dog whistle either. That's just a cop out. It has nothing to do with race because it includes people of all races. Reject collectivism, people are unique individuals, not members of a group identity.
Collectivism is pushed because it makes people easy to control and allows the guilty to hide behind the innocent. Just like here, not allowed to call out the bad because it's somehow an attack on all black people. It's ridiculous.
