Looking at who Georgia actually played kind of makes it seem like UGA's road to a title was easier than anyone other than maybe the year BYU won it all.

They avoided Alabama (10-2, 5-1) Miss St (9-3, 5-1) and LSU (7-4, 4-2) in the regular season. They got #7 Notre Dame in the Sugar Bowl avoiding #2 Florida State (Orange), #3 Pitt (Gator), #4 OU (Orange), #5 Michigan (Rose), and #6 Baylor (Cotton). Only Baylor and Michigan were locked out of playing in the Sugar due to contracts. While the Orange usually took a Big 8 school that was OU's 3rd time in a row to play the OB so their no repeat rule could have been invoked to take #8 Nebraska instead.
TBH 1980 seems like it would have been a great year for a 12 team playoff.
Take all conference winners ranked in top 20 and do wild cards from there.
Going by the final regular season top 20 that gives auto bids to
#01 UGA (11-0)
#04 OU (9-2)
#05 Michigan (9-2)
#06 Baylor (10-1)
#13 UNC (10-1)
#14 BYU (11-1)
#16 Washington (9-2)
and top 4 wild cards to
#02 Florida State (10-1)
#03 Pitt (10-1)
#07 Notre Dame (9-1-1)
#08 Nebraska (9-2)
The final slot would be between
#09 Alabama (9-2)

Alabama's losses were @ #17 Miss St (9-2) 3-6 and Notre Dame (9-1-1) 0-6. Their only 3 wins vs teams w/winning records were @ Rutgers (7-4) 17-13, Southern Miss (8-3) 42-7, and LSU (7-4) 28-7. Oddly enough, Southern Miss destroyed Miss State in Starkville 42-14.
Penn State's losses were both at home to #8 Nebraska (9-2) 7-21 and #3 Pitt (10-1) 9-14. They had 5 wins against teams with winning records vs Colgate (5-4-1) 54-10, NC State (6-5) 21-13, @ Missouri (8-3) 29-21, @ Maryland (8-3) 24-10, and #20 Miami (8-3). Colgate was 2 years away from being relegated to 1AA so that win means little.
Honestly I think I would give the nod to Penn State. They have the better win and played the tougher schedule.
Going by rankings that would give us a first round playoff of

#03 Pitt vs #13 UNC
#04 OU vs #10 Penn State

Well they won’t be frauds but let’s not pretend it will carry the same weight. It’s a shame because all the players can do is play the games they are allowed to play and there are a ton of people behind the scenes that have busted their arse to make this season happen.
