The Dept Of Energy has more black projects than... ok that would be in poor taste. Those DOE guys are spooky, and dont have to answer to anyone ( the President Clinton reference was spot on ) because sometimes even the President doesn't have the need to know. Incredible but true.

If you're truly serious and genuinely interested, then I would start by watching Unacknowledged by Dr. Steven Greer (Personally briefed President Clinton about much of what's being discussed itt). That's available on Netflix or for purchase if you don't have Netflix.
Understand that even that is only the very tip of the Iceberg and just the information within the film is hard for most of us to come to terms with. The other 90% of the iceberg obviously goes much deeper then that.

But, again, where is the evidence that such a strong assertion has any factual basis? I've searched and can't find any evidence that the President can be legally circumvented by anyone.

You know what's best about this? My grandpa got degrees in mech and industrial engineering post ww2. Went to work at Douglas aircraft from 1950 to 91, literally as a rocket scientist. 1957 they designed the first nuke missile for the air force, since they were in fact in competition with the army for this. Anywho we got the thor irbm. Didn't last long until the first icbm came online, the atlas. The thor got rebranded into the delta rocket in 1960. The delta ii, which essentially is the original delta is still in use today. Air force has advanced almost none here in 60 years

Let us not forget that Dr. Oz (the gent with the talk show) is one of the more highly regarded heart surgeons in the United States... who also peddles herbal cures, medical quackery, and general hoo ha. As you say, just because someone is very intelligent it doesn't mean they don't believe some very foolish things.
Have aliens visited Earth? I have no idea. There isn't any evidence of it that holds up to scrutiny. Until we have firm evidence that this happened... then its like believing in the tooth fairy. Belief is not proof.

I'm going with very unlikely. Reasons:
1. Incredibly vast distances between solar systems, galaxies, and so forth coupled with the fact that travel at even a fraction of the speed of light requires absurd amounts of energy and travel faster than the speed of light may not be possible, even for an inanimate object, much less a complex living organism.
2. The crazy set of circumstances needed for a planet that exists in the goldilocks region to develop and maintain complex the intelligent life over an extended period of time (like billions of years) before the planets sun goes supernova and it explodes, the planet is hit by an asteroid, natural forces on the planet wipe out life, etc.
Let's face it, it is entirely possible we are the most intelligent life in the universe. I personally doubt we will ever achieve human travel at near the speed of light (like 90%) which is definitely needed to just reach the closest system to us which doesnt even have intelligent life. To actually explore long enough and far enough for us to find other intelligent life if it exists is not something we ever achieve IMO. A Yellowstone eruption, asteroid impact, over population, run away greenhouse effect, or some other calamity will devastate our species before we find intelligent life and successfully communicate with it IMO.

Which is why we needed to colonize off earth. A dream held in my generation but lost when RR took office and the crazies (both D and R) replaced the parties that were already in place.
If the trajectory in place in the 60's and 70's were still in place we would already have a base on the moon and would have a colony on Mars already. Instead we are dumbing it down for the masses so they can become wage slaves for the multi national corporations.
If there is intelligent life, we are doing our best to eliminate on this planet, so why would intelligent aliens want to come here?
