All my neighbors save one are older men that love to cut their grass, so I'm the one that has trouble keeping up my lawn compared to them and I do my absolute best to mow every week.
I have a question along these lines...There's a power pole on our property line. Not one time in, going on 10 years, has my neighbor on that side weedeated his half of the power pole. Not once. And he almost always mows his grass before I hit mine. He just leaves it. It's pretty obvious the pole is right on the line. I mean, it's not a big deal, it takes me all of 5 seconds to do it, but it's the principle.

When you live in a sub-division, the looks and upkeep of the houses on both sides of you affect your property too. That's how someone could give a single frick.
ETA: Hopefully the fact that everyone thinks the OP is racist is the wording and not the fact that he expects people to cut their grass.

This is why I live in a neighborhood which has strict expensive covenant fees while they are somewhat of a pain it keeps the peasant class elsewhere and of course no renting allowed.

1. Do you have an HOA? If so, you can contact their landlord and threaten to rat him out to the HOA if he doesn't cut it. You can even be a nice guy and offer to cut it for a fee.
2. Cutting the grass is most likely not the renters' responsibility.
3. Have you tried talking to them rather than just complaining over the internet? There may be a very good reason why they don't cut it (work long hours, taking care of a baby, it's the lazy landlord's job, they had been paying someone to do it, but they got sick, ect).
Worst case scenario, call the HOA if you have one.

For my older neighbors, they seem to do this to me a lot. Leave those ambiguous spots for me. I never worried about I too much. I always figured that they may just think our generation doesn't want them to trespass. Our older neighbors next to us are always nervous to ask questions about yard stuff when I always am ok with whatever they propose.
Or they are just lazy.
