Under their guidelines, they CAN transfer again but have to sit a year. I wouldn't shocked if the NCAA starts allowing immediate eligibility though. The whole thing changed because the NCAA kept getting sued. They're going to get sued again now. Think about how this plays out in court...
Player: "I transferred for XYZ health/personal family reason and the NCAA won't let me play. It's causing me hardship/damages for no reason on they're part"
NCAA: "We won't let him play because we said so and it causes our member schools hardship because we make billions of dollars off of these athletes and stuff"
Judge: "I thought you don't pay them, you're making billions while restricting their ability to transfer?"

Yea that's the whole second part of my post around the NCAA getting sued over the waivers...
The guidelines are very specific right now so they shouldn't be easy to get. NCAA may be more lenient though out of fear of being sued.

The other caveat is would the ncaa preemptively grant him the waiver. Usually it’s a long process and the transfer portal is only like 60 days long or so. Usually it’s something done AFTER the transfer…..so would he want to take that chance?

If the NCAA denies the transfer. The player calls Atty Tom Mars and then they get their waiver. Mars knows Ole Miss well

Yea there was a funny interview with a lawyer I saw who, prior to the rule change, handled lots of the transfer rule cases. He had so much work he was turning away cases evidently. It leaves the NCAA running around the country having to handle lawsuits arguing that student athletes shouldn't be allowed to transfer. Talk about a shitty position.

A school submits a 4-4 transfer waiver when documented circumstances outside the student- athlete’s control necessitate his/her transfer.
