There are some soccer programs that may have a claim to that as well. Barcelona/ Madrid. Maybe Bayern? Probably 3 or so Premier League teams. Brazil's national team.

We have track programs that have reeled off 11 straight national titles. Are those considered?

This seems reasonable.

However Alabama has won 50% of all major college football playoffs and appeared in 100%.

The Yankees haven't won 50% of all World Series and haven't made the playoffs 100% of the time.

Advantage Bama??

UCLA's 9 in a row is amazing but they're not even considered the best basketball program.

Celtics won more in a row but Lakers are a better program over the long haul.

Bama has elite dynasties as the top team in the country in the 20s, 30s, 40s, 60s, 70s, and 2010s. Also won a Natty and conference titles in the 90s. It's pretty unrivaled, really only the Yankees have that kind of longevity.
