Steele is an excellent recruiter and very good linebacker coach, which is what he did for us.
I don't think he is much more than average as a coordinator of a defense, though.

Nope. He was a position coach that coached current NFL LBs from Alabama. For the position you have him in, West Virginia just scored again.
