Tigers went to Morgantown and came out alive. Syracuse is ACC now and probably a better alumni trip than Morgantown. Isn't Syracuse a Catholic school?

Find something based on participation in high school football. The population can not change at all, or even decline, and it doesnt really matter. If more kids are playing football, by proxy you will have more talent.
Not saying I have any numbers to back it up or anything, just that lately it seems like there have been a lot more high-profile players coming out of that region. Wasn't Minkah Fitzpatrick from around there? I know Rashan Gary and Jabril Peppers were.

We tried to schedule ULM but they had already scheduled another SEC team against whom they have had success.

It'll be a good opportunity for the alumni in the Northeast to see the Tigers play. Over the past 15 years, we've only traveled along the east coast as far as the WVU (2011) and Virginia Tech (2002) games. It'll be a great opportunity for recruits in that area to commute via train/car to see them play as oppose to flying to the south and doing so. Lastly, 'Cuse are an ACC team now and fulfills the obligation of a P5 non-conference team on our schedule.
This year is one of the more lackluster schedules we've had in awhile, but we do have some good neutral site games and home-and-home games with BYU, Miami, UCLA, Texas, and ASU coming up.
