Nixon. For good or bad his presidency really shaped America. Ended our involvement in Vietnam albeit poorly and way late, opened relations with China, started the EPA, his tricky ways played a huge role in the loss of the public's trust in elected officials.
FDR was pretty accomplished too. He got most of what he wanted IIRC.

Washington for setting the precedent. For refusing to become King (when maybe he could have). Nothing since hath been bigger than this.
FDR got a lot done. He had 12 years to do it.

Ronald Reagan. He starred in a movie with a chimpanzee. Everybody wants to do that and he got it done.

Theodore Roosevelt was da man. cleaned up monopolies; got the Canal; put teeth into the Monroe doctrine; arbitrated the Russo-Japanese war; supported progressive domestic legislation; established national parks and forests.

What a lot of Americans don't realize is that in times of great stress we effectively forget The Constitution and elevate Common Sense. Lincoln was a virtual dictator during The Civil War. He had to be. The future of the nation was in jeopardy. It was clear to most everyone that The Constitution is a piece of paper. That "inalienable rights" are for the happy make-believe of peacetime. FDR got the same leverage due to not only WWII but The Great Depression before it.
Democracy may be the greatest form of government yet conceived. I can't think of a better one. But it, like anything else construed by Man, has some inherent weaknesses. Among these is its innate hinging on Compromise. When enemy forces are threatening one's shores then compromise is as unwarranted as is a shite shower. A dictatorship is better when REALITY rears its ugly head. And Lincoln and FDR got to be dictators. Therefor they got some shite done.

Really easy answering the OP question. 1) Roosevelt II, 2) Johnson II, 3) Obama.
