What does this even mean?
The bulk of flagship status is about research quality and output.
Dollars.
Money begets money. In The Great State, we're all about bettering the research agenda of any of our universities (though at present, none other than the two flagships are close to reaching said status).
Spreading the knowledge wealth is the best way to increase it.

The Alabama men's AND women's golf teams up until the start of this season hadn't been ranked outside of the Top 4 the last three years which is just an absurd statistic. The women's team started slow this year and are currently ranked #13. The Men's team has been ranked either #1 or #2 for nearly a solid three years now. 
Alabama men's golf = Alabama football

Alright. I'll give you that. The whole idear of universities is s'posed to be based upon the education they pervide ennyway.
But seriously, there ain't but one flagship in enny given fleet. I would personally prefer to see A&M as the flagship university of the state of Texas, but you hafta make the case an' then nail it down.
An' by the way, welcome to the SEC. In despite of what a lot of us say from time to time, we're glad to have you join us.

I'm pleased to welcome A&M to the elite of college golf. Being elite in the spring sports is the sign of being an elite well rounded athletic department. It's good to see that A&M's move to the SEC is even paying off in the ultra competitive elite spring sports like golf. A&M is quickly joining the SEC royalty of the SEC (Alabama, Florida, Georgia, LSU).

Yes, because Flagship status is determined by Facebook "likes". 
No, A&M is a Flagship because we are the oldest and largest school in Texas and we have the largest research spend. We also have the 3rd Largest Endowment of any Public school in the US, more the twice the size of Vandy and 5 times the size of UF. We are also recognized by the Texas Constitution and Texas Legislature as a Flagship University.
