A high rate of turnover =/= bad APR.
Look up the APR numbers in the last few seasons of Pelphrey's tenure. They'll probably be a bit better than you remember.

Fortson who left in poor academic standing.

Pel was warned about the issues with McDonald, Forston and Henry, signed them anyway. Henry landed at Tech went to class right up until the week before the season started and then signed a contract overseas and the school and coach didn't find out until it hit the newswire. Pel was nice enough to help keep the news of Fortson and Henry being picked up for shoplifting from making the news tho, he was also nice enough to not suspend them because they should not have to sit out games for such actions, neither should Clarke for breaking into the equipment room and stealing Nike swag for the family.

You can fall below the bench mark as long as you make enough progress to show you are correcting the problem, Heath lost his job, that was the first step in correcting the problem the APR started to regress again in single year scores under Pel's watch that had just as much to do with him losing his job as his failures on the court.

He had the APR situation fixed by the end of his tenure. Again, he was given a bad situation by Heath.

I'm not saying that he had control over his players. Just that his APR scores weren't nearly as bad as a lot of Arkansas fans like to make them sound.
