Why would DHS need 2,700 light armored tanks?

Now, keep in mind that our Department of Homeland Security just took delivery of 1.6 billion rounds of ammo for "security purposes and to protect American Citizens from bad guys." But now the DHS has ordered 2,700 light tanks which, most industry experts are suggesting, could only be used to control the populace in the event of social upheaval.
It's really getting a little bit creepy.

We are seeing the modern day Gestapo arming themselves to the teeth and preparing for war. I Emma with the 2 BILLION + rounds of ammo they have bought they could have given the military enough ammo for 30 years in Iraq...something is wrong

I don't see anything major happening in the immediate future, but to think it won't at some point down the road is naive. The governments of nearly every other world power throughout history have become overly tyrannical at some point during their history. There is no reason to think something similar couldn't happen here.
Keep in mind I'm talking within the next 100 years or so, not the next election.

Only problem is the DHS has nothing to do with the military and none of these purchases will go to the military.
This is all for domestic problems.
I guess if China were to invade then it would be used for that purpose.

They will make cuts that only effect regular citizens, so as to get the citizens into an uproar, and not the wastefull spending that regular citizens will ever even notice besides on the total national debt. Status quo

They bought them because they know The Only Solution Is Another Revolution and they are preparing to put down said revolution. They were performing war game type urban training in several cities not long ago get ready its gonna be here sooner than you think.

I read that more than half the ammo is for Immigration and Customs. The rest is for "training exercises." But the tanks are just creepy.
