Looks like an AK frame weapon, but injuries as described by the EMT sound consistent with a shotgun loaded with birdshot which sounds like a Saiga shotgun. Saigas are manufactured in Russia and are a shotgun version of the AK-47. The EMT said "buckshot" but 00 Buckshot is .33 caliber and would have left rather large exit wounds.
Wiki on Saiga-12 The Saiga is also available in 20 gauge, which would also be consistent with the relatively low amount of damage.
ETA: Probably using a 10 round magazine. And edit again to correct 00 buck size relative to caliber.

Someone already mentioned that it was a Saiga, which is a magazine fed, semi-automatic shotgun built on an AK-47 platform. That would be a good guess from what I can see as well. I would also guess that it's a .410 Saiga, because of the sound reported as well as the injuries.
.410 is about as small as you can get for a shotgun load, and it isn't as loud. People said they heard pops (like party poppers), and I can tell you if he was firing 12 gauge buckshot at that rate, you'd have heard it across town.
Also, depending on the distance, it makes sense that there were less serious injuries. If you spray .410 into a crowd, you're gonna hurt a lot of people, but your chances of killing someone are a lot less.

Someone with a Saiga is probably shooting a lot of shells, and buying cheaper loads...read bird/clay pigeon loads. Many small wounds, many folks hit, and as few serious injuries. It fits.

It's not necessarily a smaller caliber thing but you're right for the most part. Thank God he isn't a good shot, I really feel someone could have done so much more damage in that situation.
To be honest the way he is wielding the weapon it looks like an AK-47.
Edit: It makes sense that its a Saiga, no wonder no one was killed.

It looks like it is designed like a cheap/low grade assualt rifle, but they make those things in a large variety of calibers. Might be as small as a .22 or as large as maybe a .223. Both can kill, but a shot to the legs would not kill you unless it hit a big artery.

At first I was thinking there is no way that he fired 17 shots with a shotgun, but it would make sense if he only fired 6-10 shots with the shotgun and the birdshot sprayed a lot of people. But they are also reporting larger bullet wounds in people's backs more consistent with a rifle. Tough to say.

Yeah there is definitely a lot of conflicting info with the weapon and wounds. Only thing I can think of is an AK-47 with a shotgun attachment. You know, COD style.
I would think that a saiga shotgun could def be the weapon though as they do look similar

Depends on range. If he shot them in the back with a shotgun at 2 or 3 feet, it'd leave a pretty big hole, even with #6 shot.
