Shouldn't be too big of a deal. MS is getting rid of state income tax altogether in 5 years.

Lol no they're not. At earliest it would be 2038, but even then it would have to meet several provisions to get to that point which it won't. Plus theirs a clause that allows them to stop dropping the percentage at any point. It was just another lie by Tate to make himself feel good.

So it's a disadvantage for the next five years for programs that already struggle to compete?

I'm no Tate fan so nothing there would surprise me - I thought it was by 2031 though.
The way they implemented the rest of the tax hikes immediately but delayed the income tax drop was borderline criminal.

If you describe the 5th winningest team with a top 4 finish the last 3 years as "struggling to compete" then I can't imagine how you'd describe Florida in that same timeframe.

Also our stat tax will only be like 4 percent next year. We aren’t talking California’s income tax here

I'd obviously describe Florida as struggling as well. Not sure that's the point or comparison to make here.

The problem is there are equal protection issues when you exempt certain people from income taxes. A constitutional challenge would likely get a lot of traction when you are protecting athletes in a state with the 2nd highest poverty rate in the country.
You can get away with exempting tips from taxes because it would be hard to find anyone who wants to put their name behind that constitutional challenge. It would be reputational and political suicide to go after tip workers.
