Just turned the games and saw that hit and the one on Stockton. Was the hit on Stockton called targeting?

The hit on Stockton was worse than the targeting call where the DB clearly turned his shoulder.

Had to be missed but it’s surprising as it was a hit on a QB and they are protected.

It could have been unnecessary roughness, but he didn’t hit gunner in the head or neck area, so it’s not targeting
