Can Florida actually do any better than Billy Napier anymore? Does anybody with an established reputation even want to touch that tar baby?

Easily. Napier was a shot in the dark. Sometimes that shite works. It didnt.

Of course they can. Florida is a top 5 job. They have tons of money and tremendous in state talent.

And 80% or more of them end up fired. And regardless of which group you hire from, the chances of it being successful is all the same. Though the coordinator route at the moment seems to be the most successful (Ryan Day, Freeman, Kirby, Lanning).

Doesn't change the fact that regardless of who you all hire it's a crapshoot. And I include Kiffin in that - history has more than proven that the vast majority of CFB hires fail

Napier was a good hire, he just didn't work out. I still think he would have been a better fit at LSU and would have done better than Kelly.
It's like poker. Pocket aces is the best hand and the one you should play and bet on, but it doesn't always work out. That doesn't mean you were wrong to play them. Napier wasn't pocket aces, but he wasn't a bad hand to play.
Meanwhile you get guys like Coach O and Gene Chizik who are basically a 2/7 and manages to flop a full house. AKA let's the give the coordinators the credit they are due.
Urban Meyer has near the same resume as Napier, slightly better. He was at Bowling Green like 2 years and improved them and had good seasons, and then he did it at Utah for 2 years - he got attention because he got up to top 5(with Utah easier schedules, but notable). That was his resume when Florida hired him. Good hire that worked out.
You need to look for a guy who has improved programs where they've been. That's the guy you want. The better they've shown that, the better the hire.
And you need to take context into account as well. Take Auburn hiring Harsin. Bad hire. He took over an already successful program and basically made their fans shut the frick up because the program declined. He had 1 pretty good season before Auburn hired him. Not the guy you want.
Sark - bad hire. The dude was at Washington and earned the name 7 win Sark. USC wanted Petersen from Boise St. Petersen turns down USC. USC hires Sark. Washington then hires Petersen who takes them to the playoffs. Harsin takes over for Petersen.
Kiffin - previously a bad hire, but good after the Saban rehab. Built up FAU.
etc.
There are exceptions. Coaches can get better, learn from the past(like Kiffin). But this is what I generally look for.
