My grandfathers friend got arrested for buying a stolen car that he didn’t even know was stolen. This could easily be the same situation.

Not sure what the specific departments procedure is regarding people who buy stolen goods (potentially unknowingly) but you would think that the department wouldn't need to arrest someone like Finley right away unless they were pretty sure he was quite aware the car was stolen.
Where was he going to go if they waited until the investigation was complete. Do they think he was going to go to Argentina?
I'd think that there was already a good deal of police work done tracking down the car across state lines. My guess is the police had enough to reasonably believe Finley was aware it was stolen. People who buy stolen cars probably think they are smarter than the rest and do X, Y and Z to hide their tracks. Problem is most of them are dumb and the police know exactly what X, Y and Z mean.
Or possibly someone involved narc'd him out.
