They did let them.
Mississippi sent as many as they could get to volunteer, which was 427 men. Same for South Carolina, who sent 1,048 men. Alabama sent a whopping 2,971 volunteers. So, those three states sent a total of 4,446 men...which is close to what Tennessee sent (only a little over 25,000 fewer than Tennessee). I guess if Alabama, Mississippi and South Carolina hadn't been filled with a bunch of PU55IES, they would have had more men answer the call.
