Can a team/coach contact a player on another team directly to see if that player might want to transfer?
For example: Could Sark call Perkins at LSU to see if would transfer to Texas? Or could it be done through an agent or AD instead? I know there is certain time periods where coaches and their staff cannot contact any players, either recruits or transfers.

I don't think so. I think most schools will go through an intermediary, like an old HS coach.

What keeps a 2nd string NFL player from saying frick it, and wants to play "college" ball? Better money?

No, coaches can not talk to a player until that player has entered the portal.
The way it is done is that the coaches/staff contact the player's agent and ask "hypothetically" if a player would be interested in transferring to their program if they could promise a potential amount of money. For example, the WR coach at Ohio State could call Ryan Williams' agent and state: "If we could get Ryan $2 million a year, you think he might be interested."
