Both had no reason to play each other. Arkansas was in the SWC and had to deal with Texas and A&M. Beating Texas meant for the far majority of time a SWC title, a trip to the Cotton Bowl and a chance to win a title. Having another tough game on the schedule was risky as a loss would mean losing a chance of winning a title.
Oklahoma was in the Big 8 and had to deal with Texas and Nebraska. Oklahoma benefited playing Texas because of recruiting. Oklahoma had zero benefits playing Arkansas as a potential loss could mean getting knocked out of the title picture.
College football was different back then. Unlike today it was less about money and trying to beat each other as much as they could during the regular season. Schools back then would rather had the easiest path to a national title than brag about having the toughest schedule or conference.

Mizzou fans won't allow that. Most of them have Razorbacks living in their heads 24/7. They don't have many good teams (historically) that they can claim a winning record against, so they won't stop chirping until we can even the score...which might be after I'm dead.
Besides, a lot of older Piggies only care about Texas.

For a long time Arkansas played both Oklahoma State and Tulsa every year. And back then it was only a 10-11 game regular season schedule. That probably disincentivized Arkansas from adding Oklahoma to their non conference schedule.
