Defenseless Player Rule Change

I swear, they have been trying to ruin college football for quite a while now. It seems like they're accelerating the demise with this change.
RULE 2-27-14-A Defenseless Player - Passer
ARTICLE 14. A defenseless player is one who because of their physical position and focus of concentration is especially vulnerable to injury. When in question, a player is defenseless. Examples of defenseless players include but are not limited to:
A.- A player in the act of or just after throwing a pass. This includes a player in a passing posture with focus downfield.
WTF? So, no rushing & hitting the QB if he's focused downfield or pump faking?
This undoubtedly will have dramatic effect on some key plays this year. 3rd and 14, sack the QB? Wrong. Personal foul, automatic first down.

So have they not changed anything about targeting from last year other than that? This is the only thing I can find:
"In games that have instant replay, when a targeting foul occurs in the second half, the carryover penalty (of sitting out the first half of that player's next game) will be eligible for further appeal."
So basically they still get ejected for the entire game?

If this is indeed the case, you're not being overly dramatic. This would significantly impact the game going forward, especially if it was applied as badly as the targeting rule.

Sack numbers going to go way down, but it really just means roughing the passer has a higher penalty, not much more.

How many lower body injuries are going to result in this rule moving forward?
Coaches will start instructing rushers to dive for their knees and ankles to avoid penalties. I can only see more harm than protection resulting from this rule change.

If like the NFL you can’t hit low either like at the knees.
If they were really worried they would call it on offenses as well other then just crack back blocks

If I was playing football, I would not want to be described as a defenseless player. Just saying.

A Purdue player got called for roughing the passer for hitting Clifford in the legs. Didn’t look malicious IMO, he just shed a block and fell into his legs.

I don't get it. The referees call targeting that didn't happen but don't call half of the holding and pass interference that does.
