Can we only vote once a year on access for posters outside of the AU fanbase?

A-Day is approaching fast.
The 2013 vote happened with a strong NO.
The 2014 vote happened at the end of 2013 with a strong NO.
Can we only vote once a year on this issue? Why do we need 2 votes?
I feel like there shouldn't be another vote until the end of 2014.
If this rule EVER passes I think there should be a vote on posters that are allowed in and not left up to the discretion of the admins. I also think there should be a vote once a year to close the door on allowing new posters in.
Now stand with me for a vote of YES to only 1 vote a year. The ink is not even dry from the last vote.
I also think posters that signed up in 2014 should not be allowed to vote. Most of them suck in general, and have lowered our post quality on the Rant to Updykes.

I could get behind one vote a year sometime around A-Day. And having to have been through at least one football season before letting our on vote. Also limiting the number of outsiders to like 5 and making those 5 have to re-earn posting privileges every year.

We should hold a vote on if we can hold a vote to appoint voters to an approval committee, where they will then hold a vote on if a poster can get access to the board, but not before going through the the different levels of subcommittees dedicated to breaking down the posters positives and negatives. Then, should the poster be given a positive vote the decision may be handed to the admins to either veto the decision or enact it.

I have to recuse myself from these discussions because I have access to two other boards.
ETA: However, I will suggest that the team boards concept is still relatively new so shouldn't it be discussed relatively more frequently during the formative stages?

most of the problems on the Help Board stem from boards having interaction from outsiders.

Yes limit the vote to one time a year. I wish there was a way to limit the crappy threads these newbies keep starting.
