How can you call targeting in a review for whether or player stepped out of bounds? It wasn’t even caught on the field

Looked like a TD for Kentucky. Targeting was bullshite, especially when called on review.

I understand targeting as a rule for the safety of players. But that block did not appear to put the KY dude in danger, wasn’t a harsh crack back block, hall got his shoulder into him. Refs can choke on a bag of’em
