His resume says he coached DE’s at Tennessee in 1990 and was later a DC at Louisiana Monroe. He is probably skilled enough to be bumped to on the field staff.

Good credentials. Cowboys do suck but they usually have good staffing in the organization.

But why this? Is it a new position? How does it help w improving what we are struggling in?

There's an emerging trend in college football of programs hiring GMs. However, I don't think a consensus has been reached on what all they do/don't do.

As best I can tell, he's going to be over high school, portal, and team scouting. There was an interview with him where he said something along the lines of high school and portal recruiting diverging and become their own separate entities, and he would be over both of those. So I think he's probably going to serve as the guy to bridge the roster management gap between who's on the roster (informed by on-field coaches) and who is available both in HS and in the portal.
