This is not news. It was reported a while back when it was reported that he had still not made up his mind - well before the announcement.
Sounds like he gave it to his coach and said send it and coach hasn't sent it.
Not worried. Coach is making himself look like an arse is all. Cowart may have to go take it away from the coach and do it himself is all.
