It's both. Saban's development can't be disregarded - yet that must be weighed heavily against the inter-team competition with other fantastic players to highlight your abilities in the first place by starting.
I'm guessing that most players at that caliber are overconfident in their abilities to produce at the college level. They were most likely the best player on their high school team, so why not try to play for Bama behind some five stars? The problem is that the vast majority of players at the Div. I level are also the best players from the respective high schools.

It is all about competition. It is the same thing Pete Carroll did at USC. If you want to play you have to earn it. If you mess up, someone will take your spot. Contrast that with us, Frost fricks up all the time and might come out for one play if we are lucky.

Muschamp likes shorter more compact dB's that can cover and change direction. Westry doesn't really fit that description

He should still hang on to the only CB commit we have until we get the ones he wants. He's better than not getting any at all.
