What in the frick is going on there at the NCAA? I mean North Carolina got BUSTED (Mizzou self reported this shite??) handing out fake degrees (classes didn't even exist!!) and what happened to them? It was the same damn year they won the natty!

The difference is Mizzou had a tutor doing the work that the student's took credit for. This has been and always will be against the rules.
UNC offered non-accredited classes and degrees that were available for every student at UNC to enroll in, it wasn't just athletes in these classes, some regular students took advantage of the easy A GPA boost.
What UNC did was frowned upon, but not against the rules at that time (I believe they've amended the rules to cull out classes like this). What got UNC off was the fact that every student enrolled at UNC was able to enroll in these classes, they were not exclusive to athletes only.
Now the tutor couldn't offer to write anyone who was enrolled at Mizzou a paper to turn in with their own and it "be ok", mainly because this type of academic dishonesty is prohibited on every campus at every level of education. Is this to say that this type of academic dishonesty does not occur? No, even former Presidents who attended Ivy league institutions have be found out for plagiarizing (years later mind you), but UNC didn't exactly come out with the defense that it was "rogue" professors offering these classes and they did no wrong like the stance Mizzou took.

No, the losses still stand when the wins are vacated.
When Ohio State had to vacate the sugar bowl win, the record book now shows no winner for that game, only Arkansas lost.
Use to the NCAA would make teams forfeit the wins for whatever reason they no longer do this.
