If you are retiring from Military, your retiree ID does everything as far as access to federal bldgs and flights that the star ID does.
But, it is a simple process. Just like getting a new license. You just need to produce some additional proof of residence and ID at DMV

I didn’t provide any documentation … just went in with expiring license , took a picture and received new ID

Alabama has offered them since at least 2014 because that's when I got mine. Having to have them for flights was originally supposed to go into effect in December of 2014 .
