I think that's because a lot of them don't develop like the staff thought they would. Look at Dazalin and Jones I believe his name is. Initially I'm sure everyone thought they would be five star players.

He was a 2 year starter, but a knee injury has cost him effectively the 2019 season.
The awarded his replacement a scholarship, and he's done well enough as a legacy player.

FWIW, he is ready to go now, ASU wants him to play immediately, he wants to RS because of lost workout time. ASU wants him to play now because his leg is much stronger. They want the threat of longer FG’s, but they really miss his leg on kick offs.

I suspect it's just speculation based on Bama recruiting Ruiz before. But now, it doesn't make sense. Why waste a scholarship and spot on a 3rd kicker? Nor does it make sense that Ruiz would now be interested in coming to Bama.

AJ McCarron played on a awful St. Paul's team during his senior year in 08. Stats wouldn't that great, he turned out ok.
