It's probably backs up to water so you'd want to maximize entertainment space and bedrooms on the backside of house.

Architect here-- If it was determined that the garage needed to face the street due to maximizing the waterfront views then it should have been at least reduced to a tertiary element of the front facade by placing it further back than the entry or other elements.
