It looks like an extreme case of vitiligo. Michael Jackson was rumored to suffer from the same pigmentation abnormality, but with the plastic surgery it was hard to tell how much of it was a biological change.

"Michael Jackson was rumored to suffer from the same pigmentation abnormality" oh please. Jackson lightened ALL of his skin, and no one ever saw any visible vitiligo splotches on his face or arms. That was merely a cover.
