They was sent there after a report of fighting going on. Im sure they'd rather be home out of the cold, but job called sometimes. Police should be allowed to carry around those whipping canes other countries use for discipline

Police are in a no-win situation on that one: if they stop it, they are jackbooted thugs stopping people from having some harmless fun, *but* if anyone got injured in the fun, then it would by "Why didn't the police step in and stop it?" and lawsuits against the city and police department follow....

In years past, it would probably just be left alone, but watched to make sure it didn't get out of hand; in modern litigation-happy times, stepping in is probably the lesser of two evils from their perspective.
