When are you going down? Personally, I’d only go to Jacksonville for the tailgating on gameday and stay/enjoy elsewhere prior and postgame. I’ve done both (staying beachside and in Jax) and it’s no contest which is preferable if you have flexibility

You're a younger college student, correct? Jax Beach would probably be where you want to spend most of your time. The beach bars are largely a college aged crowd and most of them have dance floors and shitty club music that college kids love. I highly recommend Lemon Bar in Neptune Beach, as well. Lemon Bar has great scenery, so to speak. It is outdoors and if I was single, I would live at that place.

If that doesn't sound like your scene, Riverside and Avondale would probably be my next best suggestion. More of a hipster crowd in some places. Hoptinger is also there (there are actually two Hoptingers, the other is on the beach but nowhere near as nice as the one in Riverside). Hoptinger has about 80 beers on tap and has three stories. The first floor is the bar/restaurant area, the second floor is a club/dance area (I never go in there), and the third floor is the roof, which will be awesome in late October.

Always stay Amelia.

Depends on your goals.

Take a coupla extra days if y'all can. Stay at Amelia or Fernandina Beach and drive down Sat a.m. for game. Not much to do in Jax proper...

Try and stay on a beach (St Simons, Jekyll, Amelia, Jax Beach) or even in a hotel off 95 in good driving distance to a beach. Way more fun to be had there on a Friday afternoon/night. Postgame is good on some of the islands, too.
