21. Juco Tackle (is that OT or DT?)

#23 will probably be a non-Fields Qb. 24&25 probably need to be LB/RB. Maybe Vernon Jackson comes into play?

They do. Not quite as much as HS commits, since they tend to be rated a little lower, but still a part of the equation.
