Why? That's what the athlete tag is for. Derrick Henry, Jabrill Peppers, Juju Smith, Terry Godwin, etc. All of these guys were top five and each one can play on either side of the ball.
I really don't understand why he isn't much higher.

He's got an Uncle that says the Hogs are in a very good spot with him...whatever that means

This scenario generally favors the home state, so unless something significant comes up, LSU probably leads.
