It’s virtually identical. In both cases, it’s kids who signed a LOI, but changed their mind.

They look at the sum score. You can basically combine the tests (takin the best score for each subject) to meet requirements. He could very well made an 11, but was only focusing on one subject and skipped/blew off the rest.

Example:
Test 1: 17 (20+16+22+14)
Test 2: 15 (9+21+10+20)
Even score he never made higher than a 17, he could take those and get a 83 sum score and qualify.

McCoy was literally on campus at USC, had no off the field issues, and decided it wasn’t for him.
Evans did have off the field issues, had not enrolled at UGA, and made the decision with some help on our end.
Eta: not saying it wasn’t his decision, but we definitely had concerns. USC had no concerns about McCoy.

Current rumor is that he got what he needed on the ACT but he still wants to enroll in the summer. If so then some other school is going to take him. I have zero idea what their numbers are like but this screams OU
