At best it is a secondary violation which is almost an obligation to get each year in the SEC. Arkansas is punishing itself by not letting Petrino go when in all reality he probably could still go because the whole bumping in to him thing is such a grey area and would be tough for the NCAA to prove.
It's definitely a secondary violation because of when this happened. Petrino's essentially admitting that by staying away today, unless he's in the habit of confessing to violations he doesn't think he committed.

Mizzou is new to this recruiting thing. They probably just assume that breaking a rule is always a reggie bush type scandal.

This is actually true. I wish our staff would learn how to start committing recruiting violations so we can actually start to compete in the SEC...

The UA was very adamant in their press release that no violation has occurred but in order to be safe, and not jeopardize anything, Petrino is staying home. If they thought one had occurred or were not sure, they would have released a statement saying they were looking into the matter. This is what they said when the Pelphrey photo surfaced, which turned out to be a minor secondary and nothing happened.

To be fair to you guys the SEC is probably the only conference in the country where toeing the line is the absolute norm. Also some of the people on this board know the ncaa bylaws better than the ncaa probably knows them. Ask auburn and Bama fans, they spend like 90% of their time trying to turn each other in for violations.
