Had a terrible recruiting class in the summer mostly due to doubt about Kirby being able to win, doubt goes away as team starts to win, Fields commits in October leading to a big momentum surge, team keeps winning, ultimately winning the SEC.
All of this happens as UF, UT, FSU are simultaneously in transition and Bama is facing major staff turnover. UGA also pouring money into the program for facility and support staff upgrades
UGA seizes that opportunity and crushes the early signing day, becoming the “hot” school in the process.
UGA then beats Oklahoma in a barnburner in the Rose Bowl with the whole football world watching. Loses to Bama in OT, which only enhances the “take us over the top” pitch.
UGA then enters the late period as the cool school with limited targets left and can focus on a few, with the bonus new public narrative that we are losing a bazillion seniors, making playing time seem more available. Kirby knocks it out again.
That all happened regardless of any bag man activity. What would you call it?

Mullen didn't exactly have a huge chance coming in with ESP. He landed four top 100 players, and landed a class with 90+ average recruit ranking. Add in Grimes as well UF got more talent in this transition class than we have the last four classes we've had in overall talent.
We shall see what he does in 2019 with a full year. I would suspect top ten is fairly reasonable. Long way from then though.

To be fair, a good bit of UF's recruiting success came from Mc. He was having his best class ever prior to being let go.
The end result is the same. You have a good transition class and an opportunity to wipe the slate clean next year with a lot more talent on the field.

I’m curious what the response will be since we were told Kirby’s initial class was mostly due to Richt

Does this ranking confirm that Mullen is a terrible and lazy recruiter or does it dispel that same notion?

Because it's all relative... By MSU standards, dispels... By UF maybe not confirms but does not yet dispel it either...

It was. And consequently, our transition year is better than what McElwain/Mullen brought.
To make things tougher on Florida, Kirby gave us our best class ever in 2017 and topped that with college football's 3rd best class ever in 2018.

Not sure anyone outside of Kirby did a better job than Luke. Ole Miss was in the 70's/80's in late November.

Hard to say with this being his 1st signing class. It's a good class, no doubt, but his 1st class at State was good too.
