It's more common when "University" is before the state name.

Sometimes you will see UoG but I think U Ga just evolved to UGA a couple hundred years ago and stuck.

Old state abbreviation for Georgia was Ga. so this makes the most sense except that the new abbreviations (GA) weren't implemented until 1963.

I am pretty sure it is at its heart a linguistics matter. In the English language it is more simply more natural to have "ga" at the end than stop on a G or a V, ( like UVA). Just a thought.
