Anyone who passes the benchmark they set gets it, meaning someone who made a 36 would still be offered it, it isn't only offered to people with low scores. Do you have comprehension issues, are you actually the dumbass?

Negative, your university waves tuition for out of state students that surpass a certain testing score in different subjects. This was as of 3 years ago, I had 2 friends who were also not sons or daughters of military actually go to msu for engineering because of the fact that they waived out of state and got more scholarship money they if they went to AU/UA. There are more scholarships for literally every university than the few they post on their websites. Lol.

This is different than what you initially said, which is that State waives out of state tuition for students with low test scores, begging people to come.
Many universities offer some version of what you just described based on their qualifications.
You should just admit you tried to pull off a feeble and weak troll job about MSU academics and failed mightily.

The original post was obviously a troll, the point about your academic requirements for entrance was not. The test scores required for the waived tuition was extremely low compared to scores required for scholarships at other universities.
