LSU has had 10 seasons of 7 losses or more in the 129 years they have been playing football. That’s an average of about three losses per season. Oklahoma averages about 2.5 over the course of their 127 year history. Just stop
They are 817-420-47 all-time and are 12th all-time in wins. In what universe is 12th all-time indicative of a program that loses as much as you seem to think LSU always has? It's also very likely you weren't born when Oklahoma was truly dominant and winning multiple national titles.

What’s the difference In LSU football prior to 2000? Nick Saban locked the state down. And to this day, he’s still the only coach who can take LSU targeted kids out of the state consistently. LSU simply learned the state was awash with talent. Saban showed them how to keep much of it here. Prior to his arrival, FSU, Miami, Nebraska and ND cherry picked our best in state talent.
