When 60% of your league schedule is guaranteed to be the exact same-- 5 other teams in your division, every year, the difficulty of out of conference games plays not only the primary, but the overwhelming difference for all except extreme outlier strengths of schedules. Yes, someone might draw Georgia and a road game at Kentucky while someone else gets Vanderbilt and home against Florida, but a far more common case is a non-con schedule that is either one game loaded with a semi-marquee game, often at home and nobody else, or one without a bowl caliber opponent or a road or even a neutral site game. Playing multiple bowl teams out of conference is pretty much what provides differentiation, almost all of the time.
