my only problem with rice is that while it is the best institution in terms of academics, rice doesnt have the same power that tu and a&m have

Ohio State at the top, with Cincinnati on tier 2(even though they're BCS), then I'd place MAC level schools at tier 3.

A good bit north of that. Here's another clue since you're interested. I'm old enough to have seen the last time OSU beat an SEC team in a bowl game. (Remember, the win against Arky in the Sugar was vacated b/c of y'all's scandal, so that doesn't count.)
Wait, OSU has never beaten the SEC in a bowl game, so that might not be the best clue.

football: We have more 1 more title and lead the series 34-21-2.
athletics: We have 24 NCAA titles, they have 6.
academics: We're an AAU school and #17 in the public university rankings, they're #42 and think AAU has something to do with basketball.

$4 billion+ endowment. Land they own probably worth another $600 million or so. One of the highest-ranked private universities in the U.S. for research and academics.
They have under 4,000 undergrad enrollment, and are essentially irrelevant all-time in most major sports, but "lack of power" is not a real issue for them. Read up on the proposed merger with Baylor College of Medicine. Rice flexed all the muscle they needed when that proposal came into the light.
In any event, the correct answer here is Tech.

As Universities we are about equal with Clemson.
Both equally as mediocre in academics.
Our Business school better than theirs, but their engineering school better than ours.
Our Athletic program is currently better than theirs but I wouldn't call them 2nd tier because they're in a BCS conference.
we have a few small private schools with football teams like Wofford, Furman, PC and Charleston Southern. And Citadel (which is public)
and Calling coastal Carolina second tier would be giving it too much credit.
