He could be the best candidate, but then why not let the process play out in public like planned? Why secretly vote to give him the job halfway through the planned hiring process? Why not at least make him even apply for the job?

You have no idea how it will turn out. No clue.
Man if you can’t see why people are upset with this hire you have to be completely blind and tone deaf. Nobody is blaming Boyce although it’s shaddy as hell to accept $100k to be a consultant for a job search you end up getting...
The IHL’s entire process was completely backwards and insults the intelligence of everyone they pretended to listen to the entire past year.

reminds me of the scene from Young Guns where Billy the Kid is messing with the bounty hunter. He asks the bounty hunter what he should watch out for to identify Billy the Kid. Then Billy pretends to look around for anyone that fits the bill. He turns and looks in the mirror, and yells that he sees him, then calls the bounty hunter over to look at the reflection... Of course, Billy shot the bounty hunter. Hope the similarities end there for UM. I'd get nervous if the new chancellor is also fond of whistling sad ballads.

Then why change the interview and vetting processes? Why pretend to interview other candidates, then back door Boyce in and offer him 10 minutes later?
You even said he turned it down months ago multiple times. Why was he being offered the jobs months before interviews were even scheduled to take place?
Look, I get it. I know how this stuff works. But in these days of transparency, I’m can’t believe how the IHL thought they could push this guy through without anyone knowing or caring or asking any questions. Stupidity or arrogance I guess
If Boyce was their guy the whole time, at least pretend to put on a legitimate search.

Boyce becomes the chancellor and people will throw a fit or they'll be happy we got one of "us" as the boss. Quicksilver had it pegged earlier in the thread.
