Here's the SECR rescue plan:
-Two friends are harnessed, sneak up behind him while he's being distracted
-Throw lasso around him that is tied to a truck and pull him to safety
-Ginger in a cherry picker supervises

I'm thinking this is a cry for help. Those who are serious about jumping and ending it only need drive about 15 minutes south of town for some really easy to access high bridges. Several suicides and fricked up accidents on these.
One dude was walking from his car at night during icy weather and a truck slid towards him, so instinctively he jumped over the side rail, only to plummet a couple hundred feet to his death.

Agreed. That's why you don't do anything stupid like try to grab him. The kid is probably terrified, doesn't want to jump, and is just trying to figure out how in the hell he is going to explain this to his parents and friends. Give him all night if they need to, but he will come down.

There is a door to the interior of the building at the bottom of the picture. Seems like a good staging area for an inflatable. Just do it quickly.

Yep. People that are serious don't f$%k around. He might have wanted to before he got up there, but then looked down and thought "damn! I'm gonna feel that!".

Yeah. Now he just needs help figuring a way outta this. Someone mentioned criminal charges earlier. It's been done, but that's the exact wrong thing to do. Don't put someone like that in a no win situation.
