Doesn't have to even be ringing. Even if your cell phone is off, but as long as there is battery life, the cell phone still sends out pings to nearby towers. They can approximate the area based off that.

First off, I hope the young man is OK.
I'm torn or the above quote though. Being able to track someone is good in this situation and others, but seems to also be an invasion of privacy.
I just see issues with that.
Anyway, I hope the kid is OK.
