He's a very good recruiter and mediocre at best strategist
He'll do "well" at UGA no doubt, but most programs get tired of being on the bubble constantly eventually

He's pretty much Anthony Grant who happened to make a run with Donovan's players early in his tenure

I don't think you get my point.
Being let down by someone year after year after year gets tiresome. It's human nature. UGA basketball fans are not immune to this.
In your 7th straight year of having a talented roster and higher than usual expectations yet underachieving UGA fans will be feeling similar feelings.
Maybe not as strong as UF but those feelings will be there. That's just the nature of being burned over and over again.

For most of them, Billy Donovan
He had recruited pretty well in following seasons, but never made it far with his recruits.
He is an above average to great recruiter imo, he just has a hard time doing anything with that talent.

Not really.
Teams used to getting in the tournament regularly may not accept that... but that isn't UGA.
UGA is to basketball what Vandy is to football. Vandy is excited to get into a bowl game every 2-3 years. UGA would be excited getting into the ncaa tournament once every 2-3 seasons and being on the bubble looking in the others. Maybe make the sweet 16 once a decade.
We're not delusional with expectations for basketball. We're fine with being okay.

He went from NCAA 1st Rd loss (to an eventual Final 4 team), to NIT 2nd Round, to NIT 1st Round, to completely sitting at home in March.

you're probably counting guys like Chiozza and Devin Robinson "White recruits" which is silly (signed by Donovan then retained by White)
The only rotational players on the Elite Eight team who were originally recruited by White were Leon and Barry. Hill, Allen, Chiozza, Robinson, Egbunu, and Hayes were all Donovan guys.
