I think a better way to change the rules would be something like this.
ALL conference champions who finish in the top 16 get an automatic bid.
After that take the top ranked teams.
This year the auto qualifiers would be Indiana, UGA and Texas Tech. Tulane was 20th and would not be in.
we'd add ND and BYU.
Last year it would be exactly as it was as Clemson and BSU were both in the top 16.
I chose 16 because I think being within 4 places of being in the top 12 is "close enough" that winning a conference might warrant getting moved ahead of the 11th or 12th place teams.

thats better than a blanket only top 3- 4 conference teams should get in I agree.
Some years the SEC could easily have the top 6-8 teams of the top 12, like this year the final rankings the SEC has 7 of the top 14, would be silly to say "only the top 3 or 4 conferences teams make it"

All this DEI nonsense does is speed up the timelines for the super conferences.
That doesn't mean I want that to happen, I'd much rather go back to regional conferences that make sense, the SEC is already set in that regard.

If you have to have auto qualifiers, I don't hate adding the ranking requirement. I'd still do away with auto qualifiers altogether.

I'm fine with no auto-qualifiers if there are also no championship games. But if you're going to force teams to play in a CCG, there has to be some sort of potential benefit. Otherwise just name a bunch of co-champs and move on to the playoffs.
And in reality, if there's a G5 team with 0 or 1 loss sitting at 15th... I'm cool with the 12th place team missing out and that team getting a shot. They might not have had the schedule to warrant a higher rating, but they showed enough for me to think they deserve a chance to prove themselves in the playoff.
I'm not all that concerned about the 11th and 12th place teams missing out if we get the 14tth and 16th place teams. We're talking about bubble teams who had chances to make sure they WEREN'T on the bubble.
It's just not as good when they're replaced by the 20th and 24th ranked teams... which is what happened this year.
It's not because their names are Tulane or James Madison. It would be just as bad if it were Iowa (#23) and Virginia (#19). It's cool if they're close... it's not okay if they're WAY worse.

The CFP and NCAA do not have an antitrust exemption.
The NCAA has lost every legal fight involving NIL, amateur status and transfer issues. There's a boatload of revenue in the CFP and excluding the smaller conferences would invite another losing legal battle.
Do Tulane or JMU belong in the playoffs? No, of course not. Did the PTB want to include them? Hell no! The use of a CFP selection committee further muddies the waters because it becomes more subjective, thus the decision to have some allowance for G5 participation.
The CFP has only themselves to blame for establishing the rules that make no sense and can put TWO G5 programs in the field. Plus, the Big XII and ACC are weak. Duke and the ACC are to blame for this crap.
The rules involving selection will be tweaked again. The playoff will expand to 16 even thought there aren't 16 teams capable of winning the title. Hell, I don't think that are more than 5 teams capable of winning it this year. It's all about the Benjamins.
