Because it's not an exact science. You aren't going to money whip the best of the best and the tier 2 coaches may not want to leave to deal with the bs that Texas carries with it. Why deal with a Texas with limited job security when I if you are already very good you can be a lifer coach and have job security without the extra bs a job like Texas forces on you? That's why we struggle getting the best coaches.
