He definitely regrets it. He told people before that final half season at USC he would not have left Tennessee if he had known about sanctions at SC.

Excellent. Our TOP 17, with the exception of Gary Patterson and Chris Petersen rounding out the top 19.
However, if VOLS are gonna VOLS, then we'll likely get Jason Candle from Toledo or DJ Durkin from Maryland.

They should be there, but that's what UTK does. The throw out all these big names and get behind the ball on the up and coming coaches and end up settling with the Dooley's and Butch's.
So your tier are probably about right for what UT will do.
